After surviving a recall vote on his governorship, Wisconsin Gov. Scott Walker is calling for a change to the state constitution to prevent future recalls except in rare cases.
"We've got to change the recall process overall. I think recalls should be about misconduct in office and not just open-ended and that would change the process," he said on Daily Rundown Wednesday.
Walker blamed the recall law, first used in 1932 in Wisconsin, for the vast sums of outside money that entered the state, a majority of which went to support his defense.
"The recall law itself and the portion of the constitution that enables for the recall really allowed for that money to come in," Walker told host Chuck Todd.
"There's no doubt, in the future, the people of Wisconsin want to change the law, want to change the constitution so recalls if anything are rare, if ever used in the state of Wisconsin, are used for things like misconduct," he said. "That would change the money, that would change the focus."
Recalls at the governor level are rare across the nation where voter-supported recall laws vary state by state. Walker is just the third state governor to go through a recall, and the first to survive it.
In Wisconsin, 13 recalls have taken place in the 86 years since the Wisconsin constitution was amended to allow recall votes, according to the Wisconsin Historical Society.
Exit polling from Tuesday night showed that many voters were unsure of the right use of a recall. From msnbc.com’s First Read.
Just 27% said recall elections are appropriate for any reason (and Barrett won those folks, 90%-9%). By comparison, 60% said that recalls are legitimate only for official misconduct (and Walker won them, 68%-31%), while another 10% said recalls are never appropriate (and Walker won here, 94%-5%). Bottom line: Walker benefited greatly from the fact that many Wisconsin voters didn’t think the premise of last night’s recall was legitimate.

Ignorance certainly prevailed last night when the state of WI voted against its own best interests. This fairly new phenomenon began in the mid to late eighties and is, apparently, the result of GOP's amazing propaganda machine. It has gotten quite prevalent now and with the passage of Citizens United, will grow ever stronger. They will follow these T-party folks right over a cliff.
One of the two reasons they want to bust unions is to weaken the Democratic electorate. Democrats get their largest donations from the various unions, whereas GOP gets theirs from corporate super-pacs. Between the newly passed voter laws and the union busting, their plan is to greatly weaken our votes.
It could cost us the election if Democrats don't get out en masse and VOTE!! Help others get out and vote, too.

While the recall of the current governor has failed it can be attributted to several factors. One I live in a small town that is highly racist which means that there is an association of Obama with Barrett that turned some people into the Walker camp. The other thing that was wrong was the lack of education on what the recall actually was about the many people did not comprehend. All I can say is people accross the United States need to pay attention to what has happened here in WI where Walker outspent Barrett 7.5 to 1 because come Presidental time it will be the same with Romney/Obama. Which will me that for every 1 ad on tv you see for Obama means that you will see 7 for Romney. You really want to know what it was like to watch tv in this state sit down and see back to back Walker ads and none from Barrett. Interesting since so many people did not care to investigate those a bit closer to see the errors.
The other thing that I know is that many of the younger people do not care because it doesn't affect them right this moment, however come the end of the year when many of these policies will start to infringe on some of their ways of life they will only have themselves to blame for either not going to polls or voting for Walker in this election. I can only hope that people wake up, pay attention, and hope that in the near future we all don't wake up to find that we are no better than the communist or the dictatorships that we as Americans so dislike. As for phys ed, my youngest son went to school where it was not available. He attended public school in FL. The south has poor schools for the most part.

The recall election failed in Wisconsin for many reasons.
One: The people were not informed of what exactly this recall was about.
Two: The outside money with 7.5 to 1 meant that people were exposed to ads on TV and radio at the same rate. (Example if you saw 8 Walker ads in a hour you only seen 1 Barrett ad, just to put it into perspective. How could you not vote for Walker with those ads droning in your head for months?)
Three: People are generally lazy so while both parties contained lies it is easy to see why so many voted to keep Walker. It was easier than doing a bit of investigation to see which of the ads were down right lies verses half/truths. (I remember something about if you play a tape over and over again it will get into your head and you will remember it.)
Four: Some said it don’t affect me what he has done so I do not care and either choose to not vote or vote Walker. (Will these be the first ones yelling?)
Five: To those of you that think discrimination did not play a part in this let me tell you my town of 5,000+ people I am going to say that you will be lucky to find 300 of those to come from other ethnic groups other than that of Caucasians. Barrett lost out to some of this way of thinking as well as not coming into the smaller areas in the northern part of the state. This I think was a mistake on some levels because these people might have been swayed into providing him with votes.
There are many other factors that I could list but the overall outcome is this is what we as Americans will see in the coming months with Romney/Obama ads coming forth to a radio or TV near you. I can only say this that the timing for this recall was bad because some of the things that have happened in the state will not come to light until the end of the year and then we will see if those people are still as happy with the forward progress of the state. Let this be a warning to everyone across the county that one day you are going to wake up and find that the United States has now become a dictatorship and/or a communist country and the middle class, seniors, and poverty people are nothing more than dirt under some rich billionaires shoe that cost more then what you make in a year to support your family.

Looks like the people of Wisconsin have spoken, again. Clearly, there are more progressive states at this point. Illinois, Michigan, both close by. If I were a liberal living in Wisconsin, I'd simply pack up and move to a more enlightened city, like Detriot, and raise my family there, where the results of Democratic policies are making the future bright and promising.

OMG! Walker wants to change the recall system by amending the constitution.
I thought he was the devil? Why would he do it the right way then?
If you don't want it changed, then don't ratify the amendment.
Of course we need a constitutional amendment to stop recalls. Well, that is what a 'victim' (Scott) wants so that no other 'victims' suffer. Actually, since the Republicans are the only 'patriots', I think the Constitution should be abolished and, instead, set the Republicans as the Royal Family. Besides, they already think the presidency is for their inheritance. God Almighty never permit!
India - Detroit does have huge problems at the moment, but all my liberal friends tell me thats because of Bush policies of the past. The Obama administration, together with their public unions and higher taxes on businesses there, will ensure Detroit has a bright future. Obviously, Michigan must have a higher education rate, particularly in cities like Detroit. If I were a liberal with the same level of understanding, I's be packing up and moving there. Why live in an ignorant, racist state, even if they did carry Obama by 14 points, when you could be in Detroit?
It seems to me that the most important thing is trying to be put aside; the fact that we want our votes counted if it takes a recount then so be it. That's what makes this a great country, we are allowed to vote for whom ever we want on the ticket so it seems there should be no reason NOT to have a recount if it's needed to make sure the person that TRULY won the election is actually the one with the most votes. Anything else makes us more like the crooked elections we see all around the world. We're supposed to be better than that; come on.....
