To millions of Americans: Your check is in the mail.
12.8 million US citizens are expected to receive rebates averaging $151 from their health insurers this year, the Obama Administration announced Thursday. That's due to a provision in the 2010 Affordable Care Act requiring insurance companies to spend at least 80% of the premiums they receive on actual health care, with a maximum of 20% going to administrative costs and profits.
"If the health care law had not been here, you wouldn't get a check," said MSNBC host Ed Schultz on Thursday's edition of The Ed Show.
If the insurers do not hit the 80% mark, they are mandated to send their clients a rebate to make up the difference. Employers who provide health insurance benefits to their workers must pass the rebate savings along to them.
Although 12.8 million Americans are expected to receive rebates, only an estimated three million will receive checks in the mail. NPR reports:
[N]early two-thirds of the 12.8 million benefitting are only entitled to pro-rated rebates, because they are covered by employers who pay most of their premiums. Workers typically pay about 20 percent of the premium for single coverage, 30 percent for a family plan. Employers pay the rest.
What's more, employers can plow all the rebate money, including the workers' share, back into improving the company's health plan. For example, they could shave premiums by a few dollars in each pay period.
If the Supreme Court overturns the individual mandate next week, it is unclear how that would effect the payout of rebates.

By what right, does the government have to tell a company to give back money freely earned via a contract freely entered into? Big deal. I just got a letter from my insurance company saying they're going to raise my rates 17%. Which means I'm paying for my own rebate.
As usual, there was no explanation. I guess saying "we're greedy" isn't in them.
Don't feel alone Chris I just got a letter from my health care insurance saying they are no longer going to cover inhalers for Asthma and Emphysema sufferers. But lucky for me for a mere $500 a year more in my premiums they have a "special" plan to people that qualify.
When is the reality that their lawyers are better than our law makers going to sink in? The insurance company will only make BIGGER profits off ObamaCare with the individual picking up the increased premiums. No one, Democrat or Republican will regulate premiums. The consumer pays more, the doctors get less in payment and guess who is left with the profit? What is annoying is to realize the Health Care Industry has given more $$$ to the Democrats and Obama than Republicans and Romney. I see nothing to cheer about as a consumer.
There will be a cap on the insurance premiums, but it doesn't start until 2014, which is why they're trying to raise them as much as they can before then.
Single payer is and was the right answer.

Demselizabeth, It will be a sad day if the right wing Supreme Court takes that affordable care away. People do not realize how good it is, as most of it hasn't even begun. In time, folks would have loved the mandate as it covers a large pool and would cost way less for coverage.

Obama is most likely hoping beyond hope that the SCOTUS overturns it. If it happens, Obama gets to take credit for the bill, can blame SCOTUS for dumping it, and the job market will become healthy- which he can then take credit for. If the ruling goes that way, he has a win-win.
If they leave the bill intact, he will be on the hook for results- read above where Chris is already moaning about increases that far outpace his rebate- and the job market won't improve meaning he will struggle to get re-elected. Go ahead and attack these thoughts, but they are probable.

If the $151.00 is suppose to cover the 22% increase in my Health Care cost as a result of Obama Care it is a little short. So much for reducing the cost. I wonder if people that don't pay a penny for their health care will get a check, you know like the people getting a refund for more than they actually paid in income tax.

The gross costs of the national healthcare law rammed through Congress by President Barack Obama will reach an estimated $1.76 trillion over 10 years – nearly twice the amount originally projected.
The Affordable Care Act is a very good foundation as Senator Tom Harkin described it. The Obama administration officials wrote this law specifically to be appealed by a Supreme Court challenge. I can remember reading lots and studying the interstate commerce clause in the Constitution. This clause was used to uphold the 1964 Civil Rights Act and the 1965 Voting Rights Act. One case in the 1960's upheld by the Warren Court said that any public business engaged in interstate commerce can not discriminate against people based on race, gender, religion, etc. Because public businesses buy products manufactured across state lines and therefore are engaged in interstate commerce. I was hoping that the interstate commerce clause could be used to maintain the individual mandate for health insurance that I strongly support.
There also is a national security reason to require all Americans to have health insurance. When recruits come from families that do not have health insurance often times preexisting medical conditions can either make the services reject the recruit on medical grounds or far worse the recruit gets initially accepted into the military services but later on fails out because of a medical condition precludes them from passing the physical fitness standards of the services. This latter outcome means that $500,000 to $1,000,000 worth of training can get wasted on a recruit that can not complete their first term of military training. Billions of taxpayer dollars are essentially wasted on a recruit that has been fully trained but discharged from the services on medical grounds. This is a heart breaking scenario for the Non-commissioned officers tasked to train these young recruits because we always wanted them to succeed. The young recruit wants to serve out his contractual term of service but is discharged because of their failure to meet physical and medical standards necessary for military deployment overseas. Preexisting conditions resulting from that recruit coming from families without adequate access to the health care system are likely the cause of most of these problems. I don't need a Harvard Medical Study to tell me what I know about training soldiers for 20 years. We need a Medicare for all public option so that we can maintain enough young recruits for military service. We need a Medicare for all public option on national security grounds. The British passed the National Health Service in 1948 exactly because of this reason of national security.

I had pretty good health inusrance blue cross blue shiels. Over the last 8 years my wife had app 150,000 worht of hospital bills. My out of poket max was likE 2500 then went up to 3500. Paid blucross and blue shield about 4500 a year. So I hope its one hell of a check, Im going to pissed if its like 300 dollars.

Premiums have been increasing drastically almost every year for the past 30 years, due to greedy insurance providers, becoming greedier and greedier each year. They started with the co-pays, about 20 years ago and continue raising them also. You guys need to learn the true facts, concerning the cost and benefits of the ACA, and anyone with a brain the size of a pea, could understand, that the ACA is in the best interest of all of us. Ed always states the true facts. If facts are important to you, do your own research, just don't expect to get true facts from fox lie and propaganda channel.

As usual, no mention of the millions on Medicare who forewent COLAs for two years, had services cuts and Medicaid jerked out from under them, at least here in CA. While everyone is touting the "success" of "Obamacare" we who wound up paying more for less coverage aren't even a background whisper.
Which had nothing to do with Health care reform but rather 2 years of no cost of living raises which has nothing to do with health care but rather the way congress determines cost of living. Medicaid has nothing to do with Social Security so look at the Gov of the state and state congress for that, as medicaid is a welfare program.

The Affordable Care act has not yet even begun to operate. Only a very few services are currently in place, like you can't be refused for a pre-existing condition and kids can stay on parents policies for much longer, I think till 25 years. The rest has not yet been in play. The insurance companies are playing greed games as they know that when it does kick in, they're not going to be able to hike the cost for people.
Please try to get the facts about "Obamacare". You are not getting them now, thanks to the toxic "news" station and the toxic talk shows.

2ez4: America needs a Medicare for all public option for its national security needs. The services have physicals that all recruits have to make when entering. However, these only pick up obvious medical conditions. The military has to put the bodies of these recruits under strain. For instance, infantry soldiers have to be able to carry 80 lbs in a pack on their back plus other equipment on a 12 mile road march even in extreme heat or cold. This is one of countless examples of training service members in all the branches have to go through. The Navy has exhausting physical demands that all sailors must be able to perform because fire fighting aboard a ship is grueling, taxing physical work. Heavy equipment and dragging heavy hoses around and under a cavernous ship up and down ladders or steps in hot fire suits and masks make breathing difficult. Fire fighting on a ship is probably as exhausting as a 12 mile road march. If you are not highly fit and in good medical condition you can not perform these types of duties period. Preexisting conditions that were not treated in childhood start to make that recruit more likely to be injured during training. These injuries do not always heal up to military medical standards and the recruits career is over for job fields that have strict physical fitness standards. The British had lots of trouble with recruits failing out of training or else being rejected during WW II so after the war the British passed the 1948 National Health Service Act. Conservatives in Britain supported the measure strongly because wealthy Britain's slept in the subway with poor people or were in one of the services right beside them.
We will have to do the same thing here in America for our national security. We can not have 50 million uninsured Americans and have a healthy society. We need to have healthy recruits for the services. Also healthy recruits from the general population mean our school children will get better grades and learn more in school. Plus a healthy, well educated, group of young people will help businesses and companies remain more competitive because the work force is more productive. Countries with universal health care coverage have lower health care costs because the family care providers pick up and treat routine problems consistently. Thus a healthier population means in the 21st century global economy America can compete against countries that have cost advantages over us with universal health care. A Medicare public option for all is critical to keep our country equal with our competitors and our military threats aimed out our national interests.

If this piece of junk bill is not over turned I will have to ask my employees to pick up some of the costs every month. That will be a lot more than 151.00. I buy my policy for my family of 5 as an individual and am paying the same about per month as I was 4 years ago and have the same amount of coverage.

Obamacare includes a small "fine" for a company to not have health insurance so that those employees can be rolled into the national plan. Sorry John but I'm very familiar with individual and group insurance policies and I've never seen one case where the insurance company didn't pay claims that were covered in the policy. Now for the pre-existing condition. I agree something needs to be done to alleviate this problem. It would be difficult to expect any one insurance company to write a policy and cover someone who already had cancer, for example. This has always been a problem for me and I feel for those that aren't able to pay their normal bills and still afford health insurance. I know this can be devastating to an individual or family. I do believe we need to do something about health care in this country, but it shouldn't take thousands of pages to fix the problem and have all kinds of other things in the policy that doesn't have a thing to do with insurance.

Fast and Furious was uncontrolled deliveries of thousands of guns using straw purchasers such as gun dealers to make the sales. The straw purchasers were not put under surveillance thereby allowing thousands of guns to get into the hands of drug gangs in Mexico.

If the Supreme Court decides to overturn the Affordable Health Care act one thing stays the same: without the Affordable Care Act 50 million Americans lack health insurance. Tens of millions more will remain under-insured. 45,000 uninsured Americans will continue to die from treatable conditions. One million Americans will have to file for bankruptcy because of expensive medical bills. The United States will sink well below 30th in our longevity and infant mortality statistics. We will also be paying the most per capita for crappy 3rd world medicine. American medicine is fine if you can afford it. Who cares about the middle class and the working poor who build this country up in peacetime and pay for and fight the nation's wars?

Sure an individual mandate keeps people from living off the system for free when they get sick. I support a mandate, but we also have to remember our national security and national economic competitiveness issues. We live in a 21st century global economy. We must have all Americans covered by health insurance in one manner or another so that our workforce is competitive and our military has strong healthy troops. Also healthy children perform much better in school. So health care is not just about covering everyone, its about investing in our human capital so that we can compete for every job, every high tech start up company, in a ruthlessly competitive global economy of the 21st century. Asia and the BRIC's will show America no mercy if we fail to compete against them. I really don't think many parochial Americans spend much time thinking about the BRIC's and the other Asian-Pacific rim countries and what being in a 21st century global economy really means for America. Dave: Here is an activity for you to do. Go to the Center for Budget and Policy Priorities website. You can do a Google search for it. Go type in the name of the following article "Critics Still Wrong on What's Driving Deficits in Coming Years" by Kathy Ruffling and James R. Horney who wrote in 2010. Read the entire article and notice in large print: "Bush tax cuts and war costs do lasting harm to budget outlook" Read this paragraph two or three times so it soaks into your thick demented skull. Also many GOP policies caused the 2008 financial crisis. The Financial Crisis Inquiry Commission traced much of the problems of the 2008 recession to the repeal of the 1932 Glass Steagall act by the GOP's Graham-Leach-Bliley act of 1999. Sure President Clinton signed this bill into law but this just proves that when it comes to deregulation of large Wall Street investment banks we should never listen to Republicans about economics. Canada kept its investment banks tightly regulated and no Canadian taxpayers had to do any bailouts for their banks.
The bottom line is that Canadians are much smarter than American conservatives who support supply side economics.

The realChris, I put six trolls on ignore today. I have had enough. It was so discouraging to note that Fox, one of the three 24/7 news coverage stations chose not to air Obama's beautiful and informative speech. They spent that time talking hateful about him. It was an important policy speech, too.
It is no wonder the trolls are like they are. They don't get the facts, just Fox spin which they repeat here. If my news station refused to show news I am interested in, which affects my life, I'd be pretty angry and change the channel. It's an outrage and the viewers don't seem to see it!
I think some of these trolls are Republican operatives, working for various Republican politicians.
Beats working for their constituents!
